The District is organized on a “Program Council” model in which the District Executive and the Board are not the major program providers themselves but rely heavily on volunteer services. The Program Council is chaired by the Vice President of the Board, and includes a Program Coordinator and/or Staff Liaison for each of the Program Areas. Each Program Area is led by a volunteer Program Coordinator or staff member who is responsible for setting up, recruiting volunteers for, and coordinating small Committees to accomplish tasks within the Program Area. Each Coordinator also works through the Program Council to coordinate program activities with other areas. Each Program Area has the assistance of a District staff member (the Staff Liaison) to provide continuity and support.
